SOLVED RIDDLE.
The pano was taken in Spain, but look to Portugal. The Miño River (Minho in Portuguese) rises in Serra de Meira, in Galiza and it meets the Atlantic Ocean between A Guarda (Spain) and Caminha (Portugal). In the last 75 km it forms the border between Spain and Portugal |

Google "desembocadura espana" - Images, and within 30 seconds of scrolling Betracht a matching image.
(Initially I had suspicions on this and on another place).
Besides the Rio Miño I had in mind Betanzos and Ribadeo, but Ribadeo was ruled out because I remembered a huge bridge, and the valley is not so wide.
Now I learn from the map 1) that also in Betanzos there is a bridge and 2) that the source of the Miño, crazily enough, is very close to Ribadeo on the N coast!
